Code 32 / EGR problem?

Car is an '84 l69 trans am. Just rebuilt engine, new EGR valve. I have checked all the vacuume lines. I get a code 32 about 5 seconds after starting the car. Any thoughts? From searching threads, it appears most people have this problem at cruising speed, not idle.

Setting an EGR error code shortly after startup usually indicates a problem with the EGR vacuum solenoid valve or its circuit.

Thanks, I will check that out. I was also just reading another thread and saw where some heads actually do not have EGR passages. I have World Products S/R torquer heads. If they didn't have the passage I assume this could be a problem. If this is the case, is there any way on an '84 ECM to disable the EGR/code?
