ECM not seeing the A/C clutch

I've verified that I"m getting 12V at ECM terminal BC9 with the A/C clutch on, but the scanner is not showing that the ECM is recognizing it. Is there something else I'm missing that needs to be hooked up to the ECM?

I retrofitted A/C into my car and am trying to get the ECM to see it.
