Yeah where could you get one for a tpi? Mine idles alittle to high sometimes, and if I give it a quick little rev it will come down.

If the throttle blades are sticking, the problem is likely due to a sloppy (worn) throttle shaft. Try moving the throttle shaft forward on back to see how much play you have. If there is alot of play, the blades can stick when under vacuum at idle. Putting a new spring on or adding an extra return spring is only a "band-aid" and the sticky throttle problem will be back soon (ask me how I know). The way to fix it properly is to have the shaft repaired or get another throttle body. There is a guy on ebay that does the shaft repair and also bores them out.
