Heater Issue

Car: 91 Z/28, 89 RS Race Car
Engine: 305 stock / ZZ4 AFR 195 9.7:1
Transmission: T5 / t10 / Jerico
Axle/Gears: 10blt w 3.42, 9 in w /3.80 DL
Heater Issue
I have an unusually problem. On my stock 91 z28 the heater does not work when the car is parked and idleing.
The fan blow but the air is not warm. Drive the car and the air heats up. This car is seldom driven and its not a big issue. The car does have a huge aluminum radiator in it and a 160 t stat drilled, But the car has done this prior to these pieces being added. This has been going on for about 8 years. Again not a problem just a curosity of mine. Also the car has an aftermarket chip in it.
Its this some computer related vaccum valve not diverting hot water to the heater core?
