Might be a one time aftermarket alarm switch installed by the previous owner(s), got a pic of it....?
Re: what is this switch
i dont have any pics and i hunted around the forum for a while and came upon a fog light switch thread and it looks likes it is a fog light switch. i didnt think that was plausible since my car doesnt have any fog lights but i found they came stock. i also am missing the camaro piece that sits around the fog lights so it looks like i might be buying some stuff the previous owner removed. how hard would it be to re wire fog lights if the harness were to be all butchered?

^ I doubt the harness is butchered, unless the previous owner did a terrible job. I don't believe it's apart of the main harness, I'm pretty sure the wiring is pigtailed into the main harness. If someone knows for sure, please chime in. As for the Z28 grill area, it's common for people to toss the fog lights to allow for better cooling to the raditator. Easy install. Plus, when you get a grill, be sure to get the newer pieces, with the red bowtie....
