HELP PLEASE!!!!!

ok to start off i'm having two problems

1.My car is not starting constantly on damp days it wont start at all
-But it's not the battery I have power to every thing on the inside
-voltage is exactly at where it should be
-it does not turn over at all

so i think it maybe a bad connection somewhere or the starter but before I buy a new one i wanted to know if there are any other suggestions

2. This is the more important one that has been making me nervous
When I accelerate it my car starts to chug like the fuel supply is being cut of but it is fine when i'm cruising

Here's a little backround I bought the car at 190 000 klicks I took it on a road trip across the states where I changed the plugs at 200 000 but one was seized and i was afraid that if i snapped it then I might have to take off the head and i had a few tool and not enough money to have it fixed while on the trip and i was 1100 miles away from home
so i left it and it was fine by the time i got back home i had 215 000 on the car and now i have 217 000
initially i thought it was a plug that hadn't been replace because it was seized in there but i managed to get it out now i'm still having the same problem

my idle has been all jumpy like it misfiring

i'm going to change the rest of the plugs today they need it anyways

so i was also wondering from not taking this plug out could it have been dumping so much fuel into my cat that it may have clogged it? and could that explain the chugging?

any other idea's
please it would be appreciated

Starter: Apply 12 volt to the starter where the purple wire is connected - if the key is on, the starter should run - if it does it's good, if not then replace it.

On the rough running: I would first try replacing fuel filter.

I have an 89 firebird 305 tbi
And i solved the rough running issue did a complete ignition tune up
WOW is all I have to say about that I'll post some pics of what my cap and rotor looked like I didn't know they could look like that

also it seems to start anytime i slam the door and turn it over right away :s

Concerning the non-cranking problem, check to make sure the PASS-key antitheft system is not the cause. On mine the lock cylinder wire opened up, but would connect most of the time. You should be able to see if the SEC light turns on, or you can check voltage at the starter enable relay (behind LHS kick panel).
