cannot get timing right at all...need help

ok so i just swapped in a L03 motor with TPI, has an LT1 cam, and i cant get the timing right at all, ive tried almost every degree from 10* btdc to about 5 after, i would time it and drive it and see how it drove, and nothing would work it felt like someone was softly pumping the brakes and it after a certain point giving it more gas would do nothing,

can someone help me figure out what my cars timing needs to be set at in order to get it to drive

Are you unplugging the EST wire to set the base timing?

Disconnect the EST wire with the car off. Start the car and check your timing. Set it at 6* BTDC, this should be the factory setting. Turn car off, reconnect wire and see how it runs. The reason I say factory setting because you didn't say if your motor has anything done to it other than the cam swap and I am assuming that the cam is close to a stock grind.
