88 camaro will only run with full tank? bad gas??

I have an 88 2.8 thats in pretty good condition overall. the only problem is the car only runs with a full tank. when it drops below 3/4 tank it starts skipping and not wanting to go (no fuel pres.?) and then it gradually worsens until the car stalls out while driving. Then the only way it will start back up is if you put gas in it. as soon as you put half a gallon in, it will start right up. I don't know much about the car but when it starts acting up i can hear the fuel pump making noise, to me it sounds as if it can't reach the gas far enough down? could my gas pickup in the tank be raised to high or even stuck? i bought it with a full tank of gas and i don't know if it has bad gas. i put seafoam and ultimate gas in it lol. sounds like the rubber hose in the tank "fuel pick up" may have corroded or fallen off.

that sounds about right. Unfortunately, it looks like i'll have to get the tank off to fix this.
