oil cooler attachment question..

ok the engine builder didn't put the fitting back on in between the oil filter & block.. he just put the oil filter on by itself so he could prime the engine with oil.

so now I have to put this piece back on by taking off the oil filter and bolting it up.. it has 2 alen head bolts.. now my question. should they be lock tite in and should they be torqued or just snug?

thanks.

anyone? one other thing.. does it matter what line goes to the top of the rad and which one to the bottom.. ie if the oil is going top to bottom or bottom to top of the cooler?

I am trying to remember but my oil cooler didn't have two bolts holidng into place, just a large nut on the middle shaft. I am not sure which way the cooler goes on if it still has the part nubmer on it the number goes upright and toward the engine. Make sure to line the half moon cutouts up straight I missed by jsut a little bit and it wouldn't let the cooler seal completly (big oily mess while cranking). Sorry I'm not much help but it was awhile ago.
