From my limited understanding of the TH700-R4, the TC lockup is controlled by valve body. A solenoid enables the circuit to the TCC, but a valve spool has to physically move to enable the clutch lockup. The solenoid is either off or on - open or closed. When the ECM decides to enable the TCC, the solenoid is energized. The rest is left to the transmission itself to get the clutch closed.

The TV cable regulates oil pressure in the transmission to some extent, and of course the oil pressure has a great deal of influence on how quickly the servos actuate. If oil pressure is higher, the TCC should lock more quickly. You also understand that the clutch is not physically very large, so a tire-chirping lockup may not be possible. You should still be able to feel it lock up, however. Short of changing the torque converter itself or enlarging the oil passages to the TC hub, there may be few options to getting a faster servo action. A larger servo with lower oil pressure and flow will obviously close more slowly. and the servo size is determined by the TC.
