Fuel Pump won't turn off

Its a problem with my 89 Grand Marquis. Even after the ignition is off, the fuel pump will run until it runs the battery dead. Though I tends to only occur in colder weather <55*. I'm not sure what would cause this. Bad relay? Wire grounded? Any help would be appreciated. I hate having to take the negative wire off the terminal whenever I park for over 3hrs

I say look at the relay because on my iroc on the relay 2 of my wires were touching and my pump wouldnt turn off. I guess it was grounded it self. I would check the relay first though.
