fuel pressure question

i recenley have been having problems with my car not starting right away sometimes it takes 5 mins to crank i checked the fuel pressure yesterday and i have 28 when the fuel pump primes 36 when running but when i open the throttle to WOT it drops down to 20 i primed the fuel pump up and clamped the retun hose and the pressure didnt drop but im stumped is it the fuel pump bad or is it the fuel pressure regulator

Isn't the base fuel pressure, at idle, supposed to be 34? Might be time for you to replace the old one.

If you do replace it, please for the love of god, PUT IN THE AC DELCO REPLACEMENT PART. Do not try to save money here, i bought a aftermarket pump once for my Blazer. It lasted a few days. Airtex was the brand.
