Hello,
Going to go the 383 striker route. Just wanted to know what is the best way to improve / replace the TPI system in order to not “choke” the motor of air and fuel.

There are various style manifolds out there, if you want High RPM pick one with short runners and single plane design.

I have the TPIS Miniram on my 383. My sweet spot is 6800 rpms, but is holding HP at 7200 rpm. This all depends on how you build your motor, bottom end, cam and heads, C/R, etc. You lose some torque with the shorter runners, but with me, I gained a flatter HP/TQ line longer on the RPM scale. You have to have a plan. What do you want for HP/TQ numbers? Some intakes work better on some build than others. And BTW, if you go bigger, be prepared for a tranny and rear build also.

I've been running my 383 TPI for about 18 months now...and planned/researched for several years before finally building. I chose a smaller 180cc RHS head, -I have a professionally, extremely, ported high flow manifold, and SLP runners that have been cut open, ported, and rewelded. Similar work to the plenum. -and of course a matching cam and other ancillaries. It's got monster torque down low, but it runs out of breath around 5-5200. It's the epitome of a street engine, NOT a race engine. I knew this going in and have been very happy. I've always wanted to keep the car with TPI, so this was my choice. I've had the car for 20 years, and knew exactly what I was doing, and what I'd give up to do it. It's not really what I'd recommend though.
....that being said, I think the best overall, all around choice for a 383 has gotta be the Holley Stealthram. Incredibly affordable, and just about the same numbers as some others. But of course we all have different goals, budgets and desires, so by all means do your research.
If you're just looking for a boost in fun factor, and want the car to remain mostly stock, I think the 350ci Vortec head TPI is hard to beat.
