If I connect power to fuel pump via the fuel pump relay test wire, I hear a click near the fuel tank and nothing else. Before figuring I have a bad fuel pump and that's why my car won't start, are there any other ideas? I've tried replacing the relay with same problem persisting.

 

Connect to the test pigtail and bang on the tank. If the pump starts then it is likely bad.
