Paint Pealing On Hood And Top

I have a 1991 Z28 - Ultra Metallic Blue. I bought it Nov 2000. The paint looked excellent for several years, then last year I noticed several areas on the hood and top where the paint is coming off down to the undercoat. Also the areas are growing larger. I realize that I will have to repaint the car, but what caused it??

Axle/Gears: 3.27 9 bolt posi (non 1le)

cheapo bondo, not properly sealed rust spots, sun spotting. If you've got a metallic blue, and its a darker blue. Could just simply be sun fading. when it was repainted the previous owner might have painted over old paint, and never removed enough of the old...... Just a few ideas
