Brake pads touching rotors?

The other day I noticed when I took off my front wheels that the brake pad touches the rotor when the brakes aren't being pressed. I can spin the wheel but you can tell there is some resistance coming from the brake pad touching.
Is that normal? If not, how can it be fixed?
Also, will it be alot of work or hard to do?
