what all do i need to do to convert a TBI to a carb?

A lot of posts have been made about this subject, especially at the top of the board. Basically, the sensors are useless in a carb if you're not converting computers. The carburetor needs fuel to the line, and power from a switched source for the electric choke.
You'll need new throttle and shift linkages, and the mount for them.
You'll need to reroute the fuel lines, and buy an Adjustable Fuel Pressure Regulator, referred to as an AFPR most of the time on the boards.
I've done the swap, and I haven't figured out a way to hook the cruise control up, and haven't searched the boards yet.
Other than that, it's not tough to figure out when it comes up. It's a simple swap, since you unplug everything and bolt the carburetor on. If I left something out, it's not to hard to figure out. There shouldn't be anything major.
Edit: Forget to mention that if you keep your intake manifold, you'll probably need a carburetor adapter plate. I got a new intake manifold, so I didn't have to figure out what would fit, or if I'd even need one.

It is a very simple swap, don't let the seemingly large list of to-dos scare you. it's worth it in the end too. There is a way to get your cruise back after you do away with the ECU, I read it on here somehwere. not exactly sure how, but it is possible.

Is this basically the same list of things to do to drop a carbed crate motor into a 91 rs with a 305 TBI? and if so would it be better to run a mecanical fuel pump?

Yes, I dropped a carbed crate motor in, and that's what I had to do. I'm sure an appropriate fuel pump would be good, but I haven't had problems with the AFPR at WOT. I think putting in the AFPR is easier, cheaper, and more efficient than replacing the stock pump.
