I have a truck, but I literally did this swap a few weeks ago just using a different (adjustable) Holley mounting bracket.
This might be a dumb question, but did you push in the "D" tab on the cable and push the adjuster back in?
Also, do the throttle blades open all the way at WOT?
My bracket didn't ratchet as easily as trucks I've had in the past. It took a lot of force, but it did ratchet out. After that, it still wasn't right. It shifted very late, just about snapped your neck when it did shift, and wouldn't go into overdrive on the freeway. I had to pull it out another 4 clicks to make it work like it used to. I plan on getting a gauge to confirm I'm not going to hurt it the way it is.

tv cable gave me fits after carb from tbi swap...would not pull the adjuster out enough to click after pushing in dring all the way back as factory said to adjust it..solution for me was to drill a hole in a bolt and use it with a nut about 1/2 -1 inch from the end to "shorten" the cable like a brake cable stop on a bike caliper. works great.
