off-idle mini-surge

Has anyone ever had to tweak their PROM slightly because of a higher-than stock stall speed torque converter?

I have an ACT 2400rpm stall 9.5" converter. I noticed after installing it, that just slightly off idle (around 2-5% TPS), there is a slight, barely-there surge in the motor where it will wander back and forth about 100rpm. Let off the gas all the way it's fine, or give it more gas and it's fine. There is no risk of stalling or anything that.. it's just a slight waver in RPM.

If anyone could give me a hint, that'd be great. I'm almost set up to start burning PROM's (i have craig's memcal/prom adapter, and a spare memcal on order..still have to get a pocket programmer) so this is something I'd like to fix.

oh it's a '730 SD system on a 5.7 auto, otherwise stock.

The real PITA is how much you changed the inertia of the driveline. You'll need to change the timing and fuel tables to begin to get it right. THEN you'll probably have to sift thru alot of the IAC things to really get it right, but it will be worth it. Throttle folloer to idle decay might be an issue.
