Neither.
It sounds like a typical dry and gummed up lock.
If you can hit the lock button multiple times and it eventually moves the rod all the way and locks the door, it just needs a good cleaning and lubing. Our cars suffer from this newly discovered disorder, they call it "age".
Remove the lock, clean it, lube it and it will work just like new.
Hope this helps.

Put the key in the door and manually lock/unlock it. If it is hard to turn then its probably hummed up. However if it turns freely you have a lazy lock. Behind the driver side kick panel, there are relays screwed to the metal of the car. The screw tends to loosen up making a weak ground. In turn the solenoids are weak also.

I had the same problem. I just sprayed some wd-40 into the side of the door aswell as into the window aiming for the actuator. Then I pressed the unlock/lock bottom. And repeated untill it worked like new.

The other thing it can be is how the lock actuator mounts to the door. In my case even with everything working freely it still didn't lock. I found there was a ton of slop in the rivets that held the actuator to the door. I drilled these out and installed bolts and nuts. Once the slop was gone everything worked perfectly.
