What is it worth?

I have a person offering me a 86 IROC. It has PW, PDL, T-Tops, no motor, has its trans, is a tpi car, has the factory rims with good tires and has no rust that i could find. Now the bad parts bad pass. fender the hood lip on the front pass. side has been rolled under (fixable) and needs a paint job. The fella said that he wants $500 for it is it worth it or should I haggle him down?
It also has a Flowmaster exhaust on it.
It also has the 145 speedo in it also.

You say it has no motor....

What else is missing besides the motor? Many times people pull a motor and don't care about the rest of the parts. this leads to fragged wiring harnessess, trashed Y-pipes, and a host of other "little details" that could drive one crazy.

It may make a good candidate for modifying though.

I'd start at 300 and try to talk him down or meet you halfway

Sounds like a good deal can take place here if it still has the 16in wheels, a good trans and some other desireable items such as a 4 wheel disc, 145 mph cluster and power options. If it has all the above and a wiring harness still intact, I would pay $500.00 for it if need be, but I would offer a lower price as well to start though.

If it doesn't have a motor, you're in for a headache. You've gotta find a motor, then you have to mate it to the car. 86 used a 1 year only 305, with a one piece rear seal, but non-roller cam. You can use an older style V8 with the old style flywheel, but if you use stock exhaust you might run into issues with the dipstick hitting the manifolds.

Personally, if I were faced with a similar deal, I would a) buy the car for $200-300 and cut it into tiny pieces and sell any valuable parts I couldn't use, or b) leave the car be till the guy drops his price quite a bit.

I have roughly $500 in the 86 T/A that's sitting in the driveway. Its a Lb9, auto, hardtop, ws6 car. 4 wheel discs, 140mph speedo, two tone interior, the body's straight with some gloss left in the paint, the foglights are intact, etc When I got it, the car even ran/drove. It drives like a dream, nice tight suspension, etc, but it developed a rod knock.

Shop around.

try to get the price down a bit more if you can, but still sounds like a deal.

i bought my 89 rs for $500, runs great trans slips sometimes, interior nice, no body daage, primed...so think about that and offer him $200, cars without a motor arent worth alot..i sold a 85 for $100 cause the motor was locked..but it was still in it..$200 is definally the most to offer
