Upcharged me $5 beyond the cost of the part that already included shipping, for priority mail shipping per my request, and then when I got the part several days later than priority mail would have gotten it here, saw the $1.90 regular first class stamp on the envelope. I sent a bunch of emails to see if it was just a mistake or misunderstanding on the seller's part but his only response was "the postman said this was faster". #1, who in their right mind thinks first class is faster then priority shipping #2 when your buyer pays EXTRA for the premium shipping you do NOT get to downgrade the shipping because you think it's okay #3 If you are incompetent enough to screw up and use cheap shipping, when your buyer (ME) asks politely for his $5 back that was supposed to go towards the premium shipping that you chose not to use, you refund it.

I have issued a paypal refund request to try to make this very easy in case this seller is not too internet savvy (does not seem to be) but all my emails have gone un-answered. I am escalating this to a paypal claim.
