CARB wants to ban R134A, yes R134A.

AB 616, will require ANNUAL smog checks of vehicles 15 years and older. Revenues to be used to purchase vehilces for scrappage.

I did a search on the AB 1616 and it didn't have anything to do with cars at all???? How about AB 616?
