right fan on 92 Camaro z28 still not turning on

so my question is is the right fan supposed to come on at a certain temperature or does it only turn on with the AC. I have the dual fan setup but only my left one turns on. at this point I'm thinking my fan does not work.

The secondary fan will come on with ac request or at 227f when the cylinder head temp sensor between cylinder 6 & 8 grounds.

okay so then maybe I have wiring issues.. My car gets up to 240° and the fan still does not kick on. it can't be the fan motor I just bought it yesterday brand new and replaced it.. is there anything I'm missing or should be looking for...? I will also have to look into the sensor near cylinder head 6 and 8

To test sensor remove terminal (wire) and ground it (wire).

make sure the circuit is grounded well then take the power wire and put some juice to it. if the fan doesn't come on its broken. if it does come on the switch in the sensor responsible for turning it on is not working correctly. I recently overcame this problem by routing the power strait from my battery to a manual switch in my dash, then routed the power from the switch back into my engine fan. a cheap fix I know but im only 17 with a less than limited budget.
