I am using a GM non vats chip(part #16068654) which I just found out is for a 87 could this cause performace problems also can this be why my car has idleing problems when cold?

Yes, it could - Because the pre '89 proms rely on the coldstart injector for extra fuel when the engine is cold. If you have an '89 TPI you should stick with an '89 prom.

Just get hold of an original '89 bin and disable VATS with Tunercat or Winbin, if you have a 350 /w auto you can have a copy of my original bin if you want.
