305 TBI sputters and surges at low speed?

305 TBI sputters and surges at low speed?

My 1988 305 TBI Camaro has been running rough at low speed. Surges and sputters and the gas mileage is lower lately.
Ignition is good and had been to the mechanic lately. New fuel filter there and advice to R&R the MAP sensor. I did that and it seemed to help, but it is still surging.
Any ideas? It feels like a fueling lag. The foot throttle is not responsive, at low speed.

What is the data stream telling you when you connect the scan tool? O2 voltage? Coolant temperature? Short- and long-term fuel trim? Manifold vacuum (at idle, and with throttle)? Anything else seem suspicious?

What is the fuel pressure?

What is the cranking compression of all eight?

Thanks for advice, I guess that is the sort of thing I could ask a real mechanic who has the tools/ scopes. The car gets there occasionally for real work that is needed.
Like the fuel pump was replaced 4 yrs ago. Fuel filter recent. O2 sensor and cat. converter last sept. for smogging.
I taake care of plugs, rotor and cap are good. My aded vacuum gauge show 17lbs at idle. ERG valve and MAP sensor are recent.
Next I will try a Throttle Position Sensor.
There is an idle air unit as well that can be replaced.
I know mindless swapping of parts is not the best method.
Thanks for some thoughts.
