I have 1987 Z28 350 TPI Fuel pressure guage reads 22 psi when running. Car revs fine, but when driving ,it falls on its face with too much gas, OK I understand this, but would this make the car hard to start. I know I have to replace the pump but am wanting to know if something else may be causing the car to turn over but not start without ether

You've got an obviously FUBAR fuel pump.
A bad fuel pump causes fuel delivery issues. (duh)
Don't try to outsmart yourself over troubleshooting ANOTHER fuel delivery issue, AROUND the fuel pump problem you ALREADY KNOW you have.
Go change out the fuel pump, like you already know needs to be done regardless; then check the hard-start problem.
I'm betting it won't be the same after the pump is replaced.
Might be worse, might be better; you'll have to be the judge of that when you get there.
