Question about tuning..

Ok so the car barely runs....and everyone is saying i need tuning badly with the setup I'm running ( i guess the previous owner didnt match the engine too well). But everyone says it'll be fine with some proper tuning. Now im alittle confused on how tuning works. Ive called around to local shops and got a few that will say they will look at it but that they dont have too much experience with speed density. What exactly will they do to the car? and Is there anything I can do that would help the car out. I know i will probably need a new prom since the stock one just won't do with the way the engine is configured now. Is there a place i can send my cars specs too and they will burn me a custom chip?..i know its not the most effiecent method but its hard to find a place around here that can do a new prom for me...

-350 bored .30 over to a 355
-K&B Claimer Domed(popup)hypereutectic pistons (probably around 10:1 compression)
-Comp Cams Roller Cam - 224I,230E @.50/
.513"I,.520"E
-Comp Cams roller tipped rockers (1.52:1)
-Comp Cams 1.437 dia duel valve springs
-Comp Cams locks, retainers and 11/32 teflon seals
-Heads resurfaced and machined to accept cam hardware
-Ported stock cast iron heads

-Underdrive pullies

Intake and fuel
-Ported TPI upper and lower intake and throttle body ports (gasket matched)
-K&N filters
-Holley Twin 58mm throttle body
-BBK adjustable fuel pressure regulator (35-70 PSI)

Exhaust
-Heddman 1 5/8" shorty headers
-Heddman 2 1/2 inch Y pipe
-3 inch custom catback with 3.5 inch chrome tips

Ignition and computer
-Taylor 8mm wires
-Accel 300+ digital ignition
-Accel performance cap and rotor
-MSD Blaster coil
-Mallory coil wire
