TV cable adjustment...how?

i've never had my tv cable installed, ever... it's been dangling there since i got the car... i tried hooking it up once but nothing happened... it could've been misadjusted OR it doesn't work... how can i test the thing? if i can somehow pull the cable and set it temporarily, what should i expect when i drive the car as compared to having it the way it is? should it shift later? and up to what length can the cable be pulled? an inch? thanks for any help... sheesh, i sound like an idiot
