When my car's running and the headlights are on the dash lights flicker, they sometimes go off and flicker on. Is that normal, (They don't go completely off) The headlights do the same but not as noticeable.

Is it a battery thing or what?

No, that's definately not normal. heh. You might want to look into the dimmer switch.. I had an 85 z28 that whenever I turned the dimmer switch any the dash lights would flicker on and off. It was weird. The headlights might pulsate a small bit at idle, that's somewhat usual.. . but the dash lights shouldn't go off randomly.
