What struts and shocks should I go with for a good mix of street/track, budget minded.

Re: new shocks and struts
Shocks shouldn't really be a budget minded thing for track. Reason I say that is because shocks (leave coils out) are the most important suspension component for a quality ride and tire contact. With that in mind if you can afford Koni, those are great, blistein is good too. Lakewood, Monroe and kyb are above stock, so they are still a decent choice and are relativity cheap. I would go with something adjustable. Don't get anything but 50/50 unless you plan on drag, and just drag. Gas shocks are good because is a gas and doesn't get hot like fluids, so they typically last longer and don't get (as hot) hot.

I don't plan on getting anything cheap, just lookin for a good daily driver setup that will still perform on the street or track. All my rear suspension is non adjustable.

Koni yellows are probably about as good as it gets. KYB is a good shock for the $.
