1986 Chevy Camaro Z28 350 Sputtering/Hesitation

1986 Chevy Camaro Z28 350 2.73 Gear ratio

Formerly a 305 has recently been swapped with the chevy 350. (Due to cracked cylinder wall on the 305)

1st Mechanic

-New Carb Kit/ Carb float
-Throttle sensor
-Vacuum switch
-Valve cover gasket
-Exhaust gaskets
-Water pump
-Thermostat
-Fuel pump gasket
-Spark plugs
-Polluter tubes
-350 engine

After the engine swap my car made it 1k miles in 2 days then this was the behavior:

Starts great idles great. After driving anywhere from 10-30 minutes acts like its starving for fuel even on a full tank.
If I try to step on it it will bog out and sputter bad so I have to baby the throttle, this will get progressively worse until finally
it sputters to a complete stop. Now if I shut it off and let it sit for an hour, the behavior repeats.

2nd Mechanic

-Mechanical fuel pump
-Fuel filters

No effect same behavior.

3rd Mechanic

-Whole new distributor
-Quickly cleaned carb
Notes: (possible plugged converter)

Made it another 800 miles in 15 hours.

After 3 weeks of driving 250 miles the issue seems to be occurring again.

My theory: Sediment/rust in the gas line/tank that is getting sucked into the carb and clogging fuel intake. Just based on having the new rebuilt carb
then making it 1k miles and then cleaning carb got me another 800 miles.

Any thoughts? Help would be appreciated this is putting me through hell.

Was an external fuel filter installed? If there is rust and sediment in the tank the small sintered bronze inlet filter in the carb will clog quickly, unseat, and allow dirty fuel into the carb. Installing a see-through inline filter upstream of the carb may be very telling.
