Another rust question...

Another rust question...
Alright, I came across this T/A a while ago and the t-tops had some bad rust. Well upon further removal of things/seals/etc. to examine, I found it was pretty bad. Someone obviously has been in there before as the seals looked like they were probably replaced sometime between now and 1988. Also, they used bondo to fill some of the previous rust/uneven/holes before but did not seal it and only painted it with a red primer...which obviously was porous and allowed moisture to not only continue at the previous rust but made things worse and created more rust faster.
Anyway, what do you guys think would be the best fix/solution for this as the rust is in a precarious spot being so close to the windshield and rear hatch? I was thinking based on how it looks that I could cut out the rust off the top skin layer as it seems to be mostly what is rusted, at least on the rear section and bend up some metal and reweld it in replacing the metal. The widnshield side has some deeper spots though and seems to go through a couple spots of the underlying metal as well as the top sheet metal. I will add some photos of it to scare everyone and show what exaclty I'm talking about.

A good mig welder could cut that out and weld in good metal. It would take some work and some $ but its definately fixable.
