82' Z28 CFI Hood

I have had this CFI hood since I have owned the car and I have a few questions and ideas. First is there anyway to easily seal them while it is raining? My car is no longer a "Crossfire" because of the motor being pulled by the previous owner. Every time it has rained I have the problem of water filling my carb, which is obviously not good. I would like for them to still be operational, any ideas or solutions? I have also recently been playing with the louvers and discovered they still work. So I had the idea to put them to a toggle switch and hide some LEDs to where I can open the louvers at night and light up the little compartment. Good idea or bad?
