BRAKE PEDAL STICKING
When I let off the brake it sticks and pops back up. What will cause that?

Many things will cause that but lets start with the basics.
1 - Caliper seal deterioration
2 - Master Cylinder seal deposits in bore
3 - Booster relief valve sticking
Caliper problems are common as any crap in your system (sediment, worn seal material, water, and corrosion) will settle at the lowest point in the system (gravity doing it's thing). Rebuilt, single piston Delco calipers for these cars are dirt cheap (like $10 each) at auto parts stores and if the current parts have been on awhile, just do it.
Your particular problem sounds more like a Master Cylinder issue as a sticking caliper won't snap the pedal back, it'll just return slower than normal. Remove the master cylinder and try bench bleeding. You will feel a step in the piston travel if you have a seal problem and the piston may hold in the bore, mimicing the condition you described.
If the master feels good and is pumping pressure properly leave it off of the booster and try pressing the pedal with the engine off to see if it returns when pedla pressure is released. You will know very quickly if your booster is bad!
There are many more involved diagnostic techniques to use but I think you'll find your problem under the hood with the booster/master cylinder. Hope this helps!
