Prep for adding peal & seal

What kind of prep work should I do before I use peal and seal on the floorboards. I am worried about rusting under the tar. I guess sanding, priming, and then rustoleum coating would be the best method, right? After that, use a heat gun and a roller, right?

I don't want to spring for dynamat, so peal & seal it is. I will let the car air out prior to driving it.

Make sure you have a clean rust free surface and I would put a few coats of primer on anything that needs repainted. You could also look at some latex based deadeners like the V3
