Can't find fan relay or switch

Can't find fan relay or switch

1991 Firebird 305 TBI single fan.

Fan runs all the time from the time I bought this car 2 years ago. Won't warm up enough in winter. I looked for the fan relay and fan switch with no luck. Is this blue thing the fan switch or what? Nothing was connected to it. View is from underneath looking up, pass side, top is fwd, bottom is aft. Starter solenoid is seen in foreground on left. Thanks for the help.

Axle/Gears: J65/G80/G92-3.23
That looks to be the fan switch.It's the right location if it's mounted in the head(if it was in the block then it's the knock sensor).The switch maybe bad and the PO bypassed it.The fan relay will either be mounted on the firewall on the driver's side or on the fender.

Thanks. I'll look for the relay again and dig around for the harness that connects to the switch.
