PROM Location on Carrier

I am installing a TPI system into my '68 Camaro. The parts are from a '91 firebird with a 165 ECM. I'm in the debug stage of the install, with all components installed, but she doesn't want to start.
One of the 1st things I did was de-soldered the stock PROM chip and installed a ZIF socket.
Looking at the PROM carrier I notice that the 2 other chips are equally spaced from eachother (with 1 empty pin between them) while there seem to be 2 empty pins between the ZIF socket and the nearest chip.

My question is this.... What is the correct location from the PROM on the carrier in relation to the next chip?

Any other reason why I wouldn't be able to pull codes or communicated with a scanner?

The PROM location on the MEMCAL is right to the end. See the next board over (DFI & ECM) for a picture of a MEMCAL. The notch on the PROM faces the closest end of the MEMCAL.

As for the start problem I'd say that there is a VATS issue.

Also, a stock '91 Firebird won't be using a '165 ECM.

Did I say '91? I meant '89.

Vats has been removed from the PROM, I have spark, the injectors are getting good signal, and I have 45psi at the rail.

When I jump terminals A&B on the ALDL connector the SES light just stays lit.
A TPI knowledgeable friend of mine says there's no reason to try and start the car until I can get the SES light to flash.
Is he right?

I have not confirmed that each injector is opening. Any way to do this other than removing the fuel rail?

While everything was apart I took the liberty of cleaning the injectors. To do this I connected each injector to a battery (to open them) and then sprayed carb cleaner through them backwards.
Could this have ruined my injectors?

Update:

I found out it was a bad write onto the PROM. I tried a different chip, jumped the A&B terminals on the ALDL connector and, Voila! Flashing SES. YAY!
