89 IROC tpi dead in the water

So I picked this car up last year, 1989 Iroc 305 tpi w/t5, the previous owner had bypassed the vats by popping the chip from the spare key and soldering it in, eventually that broke and I could never get it to solder back on, so I could rub them together when I started the car and it would catch. One day I'm leaving work and go to start up the car and it just keeps rolling over, the injectors won't go, then I turn the key and the starter doesn't even try, security light isn't on, everything else works normal (radio, fuel pump primes ect...). I replaced the ignition switch which didn't help. Problem is, the multimeter won't pick up the ohms on the key or the soldered chip. I bought a kit with all 15 VATS resistors. But I can't get it to the dealership for them to scan the vats module. Does it have to be in the car for them to scan it? I was thinking about replacing the module but I cant seem to find any, except on eBay but mostly for corvettes, or newer camaros. Can I use a corvette module? What years can I use?

If your sure it's VATS that's killing it and you don't care to restore the VATS back to it's original functioning , there are "VATS delete circuits" for sale on Ebay fairly cheaply that will give the ECM a proper VATS signal and allow it to run . Another option would be to contact the member here "Tuned Performance" and have him "burn" (program) you an ECM chip that has VATS disabled , then you wouldn't need to supply the ECM with a VATS signal at all and your car will run .

Alright well maybe I will contact him to have a program burned, and just bypass the starter disable. I live in an area where I'm not overly concerned with it being stolen. Much obliged!
