I tried loading that auction but the pics are gone, so I can't tell what his "restoration" looks like.
to answer the other question: one with 60k miles and in "very good condition" .. I'll give you a wide range.. $4000 - $7000. Depends on how much cosmetic damage we're talking and how many mods. They're pretty few and far between from what I've noticed. The few I do see are always pimped out or modded to death, or someone with good intentions just re-did it totally wrong during a "restoration". If you're talking one with 60k original unmodified miles, original wheels, original taillights, original white interior trim pieces in great shape, undamaged seats in great shape, I'd figure $5000 - $7500. You just can't get those parts anywhere once they're gone, so it's not really possible to restore one properly. I'd have to see it. Hard to pinpoint it any more than that.

for that particular car in that particular condition I'd probably give $2500 tops (less if I could help it), and only if I was desperately looking for a cheap one. personally I'd rather go great shape and pricey, because like I said once those unique parts are gone, you're S.O.L. You can see the irreplaceable steering wheel is worn out, the irreplaceable shifter **** is in bad shape, the irreplaceable seat fabric and foam are damaged. You get the idea. Horn button is decent, map pocket is decent, sail panel logos are ok, e-brake handle is ok. The rest is easier to get. Taillights look ok. No I haven't seen any NADA prices for an 84 15th. I don't trust NADA, KBB, or any of those, when it comes to special editions. Those prices I used were my estimates.
