specific '89 Camaro history help?
I posted this in another section but I'm not sure if I should have, I don't know exactly where a post like this would go but I just created an account and have been on and off this site for a while now since I've been looking into getting a new car. This would be the first car I've bought. I was just hoping to get some advice on this cars history mileage wise.
I'm looking at this camaro and since it would be the first car I bought, I thought it'd be smart to ask the experts for advice aha. Here's a link to it:

We're discussing possible prices right now, but It's gonna be somewhere between 2000-2500$. He said everything runs fine, no rust only fading in the paint. He rebuilt it and put a lot of work into it since it was sitting he said. The only thing I'm skeptical about is the mileage of the car. He says it only rolled over once which would give it 130k miles because it "sat for awhile." He showed me the carfax and the mileage was branded, "not actual mileage." But he said the top motor has 1000 miles on it since he rebuilt it and the bottom has 133xxx and that's why it came as that. Let me know what you guys think please and thanks.

Looks like the interior used to be Gray...not a great color change job either, looks like the plastic trim panels and maybe the carpet too were dyed. Dead giveaway is the Gray seatbelts. Also Black interior cars are FAR less common than Gray interior, and apparently everyone wants Black interior now. I can assume the dash is cracked due to the fact that it's covered, and also that aftermarket steering wheel is hideous IMO. Also has a bottle of fuel injector cleaner in the back, which usually means fuel system or ignition problems. Make sure you test drive it at different speeds and RPMs to ensure that there are no driveability issues.
Car has the 1991-92 16 inch wheels, which are a nice upgrade to the original 15 inch wheels that would have been on the car. Back seats are missing, which is a problem if you ever plan on having more than one passenger.
As far as the miles, I'm not a Camaro guy so I don't know specifics, but I find it strange that the odometer only goes to 99,999 miles and not 999,999 miles, as I believe the Firebirds did at this point (I may be wrong here though). Either way, expect it to have either 133K or 233K. Honestly though, when a car is this old and already has 100K+, another 100K can be negligible. I'd really look at condition more than miles in this case when trying to put a value on this car.

The car looks like it has some work done to it. Under the hood looks fairly clean. Don't know why the pass. strut mount is blue and the driver side is black. Both should be black. Also looks like a pull strap or bungee cord on the driver side for some reason. Interior looks good. Besides the back seats missing, it looks like the gray carpet is there by looking at the side of the driver seat. Might have black floor mats covering the carpet. Not forsure why the sill plate is black. Should match the color of the interior. I'd be asking about the clutch. It might be needing one since he's showing a pic of a new one. Mileage isn't that big of a deal. It shows "not actual mileage" because the odometer has flipped over back to zeros and has started counting over again. My bet its 133,000 miles, not 233,000. If the odometer was a 6 digit instead of a 5 digit, the carfax would say actual mileage. 1989 Camaros only had a 5 digit odometer. I think they switched to a 6 digit in 1990 when they changed the dash design.
