speedometer float after new parts

Im a little frusterated. I found a 240 kmph speedometer with 65k on it to replace my 140 kmph speedometer (kept buring it). when i installed it, i made sure it was clean and everything went back to where it was. took the car out and the needle will float 30kmph, like for example when you are cruising at 110 it will go from 105-140 at a moderate pace like its floating...

came on here and tired the mechanical speedo woes, replaced the speedometer cable from hawks and a new gear for the trans, made sure the cable wasnt loose anywhere, and was attched to the frame so it cant bounce around. (only found 2 on the car?) but still has the same issue.

normally i could let it go, but i have almost 200$ into it and would like the police off my back as much as possible.

i have no problem pulling the actual speedometer out and cleaning it, but i have not a clue where to start... if someone can give me a little how to tear it down and fix it much appricated

The head is defective.

Mr. Speedometer on 53rd Ave SE used to rebuild and recalibrate them for about $300.

Since both speedos are nearly the same, I don't quite understand the need to swap one for the other in the first place. The 140 cluster or the 140 speedo head will easily swap into the 240 cluster--if that's what you're asking.
