How new is this? I see there aren't even any mods for it? I log in to TGO very frequently and now I wonder how long I've been ignorant of this...

Yes, it is new having arrived last week.
Just to let you know, any forums without moderators listed are usually handled by Administrators. The Report system, instead of contacting moderators, would contact Administrators in the event any user Reports a post in a forum that has no moderators listed. That forum will likely get Moderators, soon.
