need smog help

Car: 90 irocz
Engine: 350tip
Transmission: 700r4
need smog help
Ok, took my 90 to get it smogged today heres the results:
15mph:
c02: 10.8
02: 5.4
hc: 63
co: .15
NO:1402 (failed that) max is 767
25mph:
co2: 10.5
o2: 5.7
hc: 50
co: .14
no: 1246 (FAIL) MAX IS 706
also forgot to remove the valve cover brether (DOH!)
I let the car get nice and hot (was told that it helps the cats light off) and then let them have it.
But anyways what can i do to drop the nox down. I have 2 less then a yr old hi flow 2.5" cats. I was also running the stock .bin since its alot leaner and the fan temps arnt altered so it runs hotter then my extensivley moded .bin.
Any suggestions form you smogy types?

Check your EGR Valve. A nonworking EGR Valve will raise your No reading.
