that sucks. do you guys think I would pass once I get my headers installed? Like would they fail me since I got edelbrock headers for the 86-90 tpi's and it doesnt have the provision for the heat riser thing? I have a carbed 83 Z. Would I fail for having an open element also?

The TBI EGR valve is backwards from the carb and TPI one. It requires backpressure to open and operate correctly. With your headers and high-flow exhaust, you have less backpressure. So your EGR valve is not doing its job.
To help it you need to increase the vacuum to the valve by enlarging the oriface, slightly. We used a drill bit smaller than the size of a paperclip, and spun it by hand in the hole to open it up. That worked and it took the NOx from 1300 down to 300 on a TBI car. If you need more info, call my dad.
Mike, no you will not pass the visual check with an open element air cleaner, nor with a missing heat riser. You can add the heat riser thing (also called a heat stove) to the headers with a piece of tubing and pass. But you will need to put your stock air cleaner back on, with the aluminum tube connected, to pass the visual.
