Timing Not Advancing

Why is my timing only being advanced 16*?
Its an L98 and the base timing is set at 4* BTDC. I brought the rpm's up to about 3000 and it was only advancing 16*. I tried with the brown wire unconnected and then with it connected but still the same result.
Please help.

Nevermind. I guess the engine needed to be shut off and then restarted because eveything is fine. I am getting about 38* advance. Sound about right?

did your clear the ecm trouble codes. since you said that you ran the engine with EST bypass disconnected you could have set a trouble code. 38* of advance sounds about right.
