coolant not circulating

I just put in a summitt universal radiator, new water pump, and themostat 3 to be exact. the coolant will not circulate top hose stays hot and the bottom one is cold. I have no heater core. I have plugs in the intake and I took one out to see if it was flowing and it flowing real well. The temp gets real high like 260, 270 . and also I have flushed the radiator several times.

Re: coolant not circulating

Double check and make sure you have the correct water pump. V-belt and serpentine pumps turn in opposite directions.
