Car: 1983 Trans Am
Engine: 305

aircare fail...
I took my cár through aircare '83 TA 305 Carb'd. We have deleted the catalytic converter it does how ever have what we believe to be a resonator in its place. (Already done at purchase). We dialed the Carb down set it to stock 4° timing. Anyways it failed on the hydrocarbons at idle. The vehicles reading was 1983 and maximum allowable is 348. We have also disconnected some of the other smog stuff. EGR Delete. As well as the vacuum line that goes down to where manifolđ plugs into the y pipe. Couple other things connected to keep the cycle of vacuum lines correct. Any other things that I may be able to tweak to get this number down so I can get it through. Need this for insurance purposes.

Put a cat back in and the EGR back on. Set everything to factory specs.
There is no vacuum line to the Y-pipe. Perhaps you are referring the the EFE valve, which does have a vacuum line to the EFE valve servo.

BC does not require to have a cat if its older then 85 or 86. My question now is if I leaned out the Carb and lowered the timing a bit more would it pas as hydrocarbonsisbasically unburnt fuel. So would restricting gas flow help. I would just put all the smog back in but I do not have the cash to replace the EGR the cat and all the other stuff that has been removed just trying to get it to pass aircare so I can get insurance so I can take it to the track. I do not want to have to spend all the money on all of that just to have to rip it all back out.

They don't require the cat if it passes the sniffer, but yours doesn't right now.
Emissions is a balancing act. Reducing the advance would tend to increase CO and HC but reduce NOx. Leaning it out will reduce CO but increase NOx. Have to see all the gasses to have an idea what's wrong.
