So I think I've found my next third gen, and where I live we have not had emissions testing. But in 4 weeks, that changes.
This build must run clean, and pass visual inspection. The least-hassle way to get there is only buy parts that carry an Exemption Order number from the California Air Resources Board.
I spent this past week researching every remaining option, and I'm surprised what's gone. So I thought I would share my horribly short list of what is still legal.
Most costly of all are GM's E-Rod and ZZ4 conversions. Not what I had in mind. Next most costly is Weiand's supercharger, if you want a 4" cowl hood, and yours is an '82-'86 LG4. Then good heads, like AFR or Edelbrock.
The only legal headers for '86-'92 are Hedman 68481s, but for even more money the '82-'85 crowd can still order Doug Thorley. Not all the 1.6:1 rocker arms carry the number, but Crower offers some pricey 1.65:1 Enduros that carry an exemption. Similar deal for ignition boxes like MSD. Most brands offer a legal version, but not much in the way of choices per brand.
Contrary to Edelbrock's advertising, the Performer EGR intakes for carburetors are not technically legal now, and good luck finding a used Weiand 8000 since they've been discontinued and never sold well.
The only legal cams are non-roller, the healthiest 2 are a Comp 218/218-110, 454/454, and a Crane 216/228-112, 454/480. You can find generic copies of both for a few dollars less, but the copies don't include the sticker, which is the whole entire point. So don't cheap out there.
The Comp is lower-priced, but if your combo needs a dual-pattern, then spend the extra $ 32 for the Crane. Make it up by eating Ramen noodle soup if you must, but don't compromise this.
That's it. There's nothing else to choose. Depressing.

Also, makes me seriously wonder what it would take to get an E.O. # for a mild 454 install. I downloaded the CARB's application form, now searching for the original '92 B2L pollution numbers. PPM, HC, NoX. Anyone have them?

In the headers, Hooker 2055 carry an OE (C.A.R.B. EO #D-164-5).
But the number to CARB compliant options is dwindling... sucks for us that have to abide by it
