The guy says:
THESE HAVE THE VORTEC INTAKE BOLT PATTERN BUT I CAN DRILL AND TAP THEM FOR A CONVENTIONAL CHEVY INTAKE PATTERN FOR $30.00 EXTRA IF THE WINNING BIDDER WANTS

Does that mean if he did that to some vortec heads then we could put our TPI base on their and not have to get the SDPC Vortec base?

From what i understand, the intake runner hieght will not match the stock TPI intake so this will not work and anyone who buys them and has this done will be wasting money.

The intake tract on the vortec heads are a different shape, the stock manifolds don't have the right shape (or the meat) to port match to the vortec or fastburn heads.
